Ruiz Esparza was in intensive care, hospitalized at the ABC Observatory Medical Center in Mexico City. Three clots had been found in his brain. He served as Delegate of Banco de México (Banxico), from 1970 to 1975; Subsequently, he was the Legal Deputy Director of the Public Debt Directorate and the Financial Policy Directorate of the Ministry of Finance and Public Credit (SHCP). For six years he served as head of the Ministry of Communications and Transportation (SCT), between 2012 and 2018, although he had been close to Peña since he was governor of the State of Mexico, with alleged collaborations with the OHL company.

In September 2019, Santiago Nieto Castillo, head of the Financial Intelligence Unit (UIF) of the Ministry of Finance and Public Credit (SHCP), indicated an investigation against Ruiz Esparza for the alleged cases of corruption that he would have incurred between 2012 and 2018. One of these acts that gained tangible notoriety was the accident in the sinkhole in the Paso Exprés on the road to Cuernavaca in 2017 (a federal work), in which two people died from suffocation.

Former President Enrique Peña published on his Twitter account: "I deeply regret the death of my friend and former collaborator, Gerardo Ruiz Esparza, a great human being and a public servant of excellence; responsible for important infrastructure projects throughout Mexico. My deepest condolences and solidarity hug to his family and friends. RIP ". For his part, President Andrés Manuel López regretted in a message to the media the death of the former official. "He regretted it very much, and he expressed my condolences to his relatives, he regretted the death of every human being always," he said.
