The Otomí community of San Andrés Cuexcontitlán requested support from state authorities to respect and apply an injunction they won before the federal justice system, to retain the management of the hydraulic infrastructure that exists in the town and that they themselves built, which would materially prevent the "municipalization" of the service.

In a press conference, representatives of the community of San Andrés Cuexcontitlán, headed by Juan Carlos González Díaz, said that since 1979, when they did not have potable water service in the municipality, and due to the neglect and disregard of the state authorities, native of the community began on their own initiative the construction of their own hydraulic infrastructure, so that they are still in charge of managing, managing and controlling this service.
