Morena proposes Law to protect journalists and human rights defenders in Edomex

Given the situations of aggression, intimidation and threats faced by human rights defenders and journalists in Mexico, the Parliamentary Group of Morena in the 60th Legislature proposed an initiative to create the Law for the Integral Protection of Human Rights Defenders and Journalists of the State of Mexico.

The deputy Azucena Cisneros Coss said that the entity does not have an effective mechanism to monitor the attacks suffered by human rights defenders and a specific law to ensure their protection.

"For the exercise of freedom of expression, journalists face acts of violence and intimidation, and in many cases, self-censorship becomes the alternative to safeguard not only their personal integrity but also their lives," said the legislator.

In 2017, Mexico became the second deadliest country in the world to be a journalist and, according to Reporteros Sin Fronteras, ranks 147 out of 180 countries, in freedom of the press.

"Our commitment is to protect journalists by implementing measures that address the root causes of violence against them and impunity. This implies the need to address issues such as the institutional violence of which they are victims when attacking the interests of the powerful ones, "said Cisneros.

He recalled that in the previous state government, interviews and conferences had been cut, media work was blocked when officials or Social Communication staff accused the reporters of asking "uncomfortable" questions or exerting pressure so that critical information would not be published.

And in the current administration, the reporters are confined to space, unable to move, can not interview officials until they have the authorization and are asked not to record or delete certain interventions, they are excluded from public events.

The initiative presented by Azucena Cisneros considers adopting urgent protection measures for journalists at risks such as evacuation, temporary relocation, escorts and property protection.

Additionally, it is proposed that in situations of armed conflict and high social conflict, guarantees be given to journalists to avoid being detained, threatened or attacked and that their material and work tools are not destroyed or confiscated by municipal or state authorities.

It also establishes the creation of a Fund for the Protection of Human Rights Defenders and Journalists, exclusively for the training of journalists, implementation and operation of preventive measures, protection measures, urgent protection measures.
