After only 10 days that the electoral campaigns of the candidates to become governor have started, the State of Mexico’s government publicized the creation and using rules of at least six “social programs” which distribution initiated since last year but with no legal support as it is revealed by the government’s “Official Gazette” of the last 24th of March.

That day, such “official broadcasting institution” published the “creation and rules of operation for the six programs”, however, its distribution started since last year and it got intensified in the previous months to the start of the campaigns for the electoral process to renovate the governor of the state. The distribution, as it has been reported by opposition parties and several politics, has been done for an alleged purchase and coercion of the vote among poor people and needed students, this through “precision shots” among vulnerable groups.

It is about six programs endorsed to the state’s “Secretary of Education” in order to keep them working during the 59 days that the election campaigns last; until before March 24th, when the corresponding rules of operation were officially published though some were already working since months ago.

Those programs are: “Estímulo para Desayunadores Escolares”, by means of which it is intended to give support for the equipment of community breakfast areas; “Computadoras Tiflotécnicas y/o Computadoras Convencionales Para Centros de Atención Múltiple (CAM) y Escuelas Normales Públicas Formadoras” from the state and federal educative subsystem; as well as the program “Becas para Alumnos con Autismo” (Scholarships for Autistic Students) from Basic Educative Institutions, from the state and federal educative subsystem, which creation and rules of operation were published formally barely the last March 24th in the official institution of the state’s government.

Likewise, it was created –officially- at the last moment the program “Estímulo para Alumnos con Discapacidad Motriz o Múltiple de Instituciones Educativas del Tipo Básico del Subsistema Educativo Estatal y Federalizado” (Stimulus for Students with Motor or Multiple Disabilities from Educative Institutions of the Basic Type from the State and Federal Educative Subsystem); the program “Útiles Escolares para Estudiantes de Instituciones Públicas de Educación Básica del Sistema Educativo Estatal” (School Supplies for Students of Public Institutions of Basic Education from the State Educative System) -which was operating already but it is announced as a new one-; and the program “Estímulos para Estudiantes con Ceguera” (Stimulus for Blind Students), of Educative Public Institutions from the State’s Educative System.

In all of the cases the rules of operation were published on March 24th, so it seems the state government hadn’t protocolized yet its legalization even though they were operating through the massive delivering that has been done by Eruviel Ávila (the State’s governor) as well as the State’s secretaries of the federal government.
