The Electoral Institute of the State of Mexico (IEEM) incorporates in its official communications a citizen and inclusive language to eliminate all forms of discrimination, The Electoral Institute of the State of Mexico (IEEM), through the "Basic Guide for Strengthening the Capacities of the Citizen Organization and Active Participation", seeks to guide all people who need to establish a civil association.

Through the guide, suggestions are made in favor of the groups that decide to become an association, with a view to improving the public life of the State of Mexico, and as part of its content, the narrative of a case is developed; references are also given to the sources of information for consultation purposes and exemplary annexes to the cover of the charter, forms, and requirements are agreed.

In such a way that among the steps to follow to form a Civil Society Organization as part of the process suggested in the guide, it is highlighted in the first instance to locate the cause or social object with which the group will be identified.

For example, it can be in Social Assistance, promotion of sport or citizen participation in matters of public interest, development of indigenous peoples and communities, legal assistance, promotion of gender equity or human rights, as well as the contribution of services for the attention of social groups with disabilities.

The second aspect has to do with deciding the correct name for the organization, which is recommended to be short and related to the activity that takes place; while the third suggestion is to write the mission, vision, objectives, and strategy of the organization.

The fourth point mentioned in the guide is to choose who will lead and who will represent the organization, for example, the President, Secretary, Legal Representative, among others. For the fifth step, the Constitutive Act must be processed.

Subsequently, in point six, the organization must be registered to be recognized as an authorized donor, and for the seventh and final step, it is important to obtain the Unique Registration Key (CLUNI), in order to receive advice, free training, implementation, and evaluation of public policies or participating in consultation bodies, social comptroller or councils.

With this work, the IEEM through the Directorate of Citizen Participation continues to contribute with the promotion of the lines of action and axes of the National Strategy of Civic Culture 2017-2023 (ENCCÍVICA), as well as with the Annual Program of Activities, to develop mechanisms and training processes in which citizens actively participate in decision-making in different mechanisms and strengthen individual and collective capacities.
