Alejandro Encinas, head of the Undersecretariat of Human Rights, Population and Migration, informed that in all the forensic services of the country, there are about 38 thousand unidentified bodies and at the same time he acknowledged that there are missing more decisive actions to achieve that the alerts for violence of gender work and that the reparation of harm to the victims, also operate.

When opening the work of the First International Congress "Attention to Victims as a Transitional Justice Mechanism" Encinas Rodríguez, acknowledged that the bureaucracy in the Executive Commission of Attention to Victims, has not allowed granting "damage repairs", as appropriate, so changes will be applied shortly, such as the appointment of a new owner.

"We need a National Victim Attention System that coordinates actions, and improves the quality of care with better results," he said. He noted that in the next few days the new head of the agency will be appointed, so a redesign is expected since he has not been able to meet his legal and ethical responsibilities.
