Four units that are used for cleaning drains attached to the Ecatepec Drinking Water, Sewerage and Sanitation System (SAPASE) were abandoned on a site by authorities of the previous administration, where two vehicles with theft report were also found.
Former officials of the municipal water agency reported the "winches" as lost during the delivery process received from the current government.
