Environmentalists request consultation for real estate projects

The Cabo Pulmo Vivo coalition considers unfortunate the decision of the Senate of the Republic to reject, during the ordinary session of April 4, 2019, the encouragement to the President of the Republic and the head of the Ministry of Environment and Natural Resources (SEMARNAT) to carry out the public consultations of the three projects at the beginning of 2019 in the vicinity of the Cabo Pulmo National Park, in the region of Cabo del Este, BCS: "Hotel Bahía El Rincón", "La Ribera Beach" and "Condo Hotel La Ribera" 2200.
The General Law of Ecological Equilibrium and Environmental Protection and its Regulation on Environmental Impact Assessment establish that it is the responsibility of SEMARNAT to carry out public consultations during the environmental impact evaluation process of projects. It looks worrisome the denial of a process that marks the law, as well as the lack of crucial support from the Senate to ensure people´s participation to comment and comment on projects or activities that may generate serious ecological imbalances or damage to public health and ecosystems .
As noted in the SEMARNAT-BCS.02.01.IA.869 / 18, SEMARNAT-BCS.02.01.IA.902 / 18, SEMARNAT-BCS.02.01.IA.043 / 19 trades with dates November 20, 2018, 3 December 2018 and January 15, 2019, respectively, the authorization of these projects in terms of environmental impact was granted by the Federal Delegation of SEMARNAT in Baja California Sur, denying the opening of information processes and effective participation of the surrounding communities to the Projects.
The action of the Senate validates an important setback in the exercise of the right of public participation and avoids the improvements of the projects by denying the integration of the knowledge and needs of the local communities. There must be congruence between the discourse of the current federal government and its actions to ensure the involvement of communities in making decisions about their territory, their natural resources and their lifestyle.
Likewise, we express our concern at the lack of planning instruments that guarantee an orderly growth of the Eastern Cape region.
We look forward to the three government level to promoting discussion, transparency and to propitiate the conditions for the active and effective local participation of communities, in order to achieve a comprehensive vision in the country development
