Crime and negligence: the forensic crisis that explodes in Veracruz

March 27th, 2020

Increase in drug crime in the territory, arbitrary expenses, diversion of resources and an evident disorder in the protocols for the identification of bodies in the country are just some of the ingredients that make up the deep forensic crisis that Veracruz is currently going through, as revealed by this investigation of the Veracruzana Agency of Communication and News (AVC Noticias), in alliance with CONNECTAS, the leading collaborative journalism platform in the region.

After a hundred requests for information, the journalistic team found that in the last nine years, $ 30 million had been budgeted for Expert Services, but most of it was spent on a discretionary basis. Of this money, official records only have evidence of an investment of $ 8.9 million in technological equipment, just 20 percent. It was also verified that this resource was arbitrarily spent by four prosecutors between 2010 and 2018 on premium purchases, simulated tenders, and direct awards without justification.

The budget exclusively for Veracruz over a period of 9 years, is higher than what the government of Andrés Manuel López Obrador now announced to bring down the country's forensic crisis. 21.5 million dollars that will be destined for the creation of five regional forensic institutes, that will attend the backwardness of 12 states of the country, and five forensic cemeteries for unidentified corpses.

To the evident diversion of resources delivered to the forensic services in Veracruz, other anomalies were added: the violation of at least nine circulars, irregular identification and search protocols for the disappeared that generated a disorder in the mass graves of the territory, and the simulation in the integration of a genetic database.

The first translation of this deep crisis is the painful trail that it has left for the families of the disappeared in Veracruz: More than 2,000 bodies and 30,000 remains and bone fragments without faces or names, scattered in forensic institutes or sent to mass graves without the required protocols. to identify them, according to official records.

Since 2010, in the midst of the war against drug trafficking, and until 2019, Veracruz has registered more than 8,000 violent deaths according to the National System of.

Security, more than 3,600 disappeared (until 2016), and the outbreak of more than 400 clandestine graves, which exceeded the existing forensic services.
