After the legal analysis of the 125 Municipal Blocs 2020, the Human Rights Commission of the State of Mexico (CODHEM) detected in 23 of them, administrative infractions that have an identity with crimes provided for in the current state Penal Code, for which it presented the actions of unconstitutionality corresponding to the Constitutional Chamber of the Superior Court of Justice of the entity.

Through a statement issued by the agency, it was reported that the misuse of emergency systems, damage to property, animal abuse, outrages, and family violence, are some of the criminal behaviors that were included in various municipal groups, enacted in the past February 5th.

Among the municipal groups contested for their alleged unconstitutionality are those of Acolman, Apaxco, Atizapán, Almoloya del Río, Chalco, Chiautla, Chiconcuac, Metepec, Nezahualcóyotl, Nicolás Romero, Otumba, Soyaniquilpan, Sultepec, Tejupilco, Tepetlac, Tepetlac Xonacatlán, Villa del Carbón, Zacualpan, Hueypoxtla, El Oro and Jilotzingo.

"The changes that were introduced in the municipal groups generate a conflict of laws that can affect people," the agency warned.

The head of the CODHEM, Jorge Olvera explained that the objective of these actions is to give legal certainty to those who inhabit and transit the Mexican municipalities, and protect them, their property, possessions and against any harmful act that could generate power public, acting without due order from the competent authority, founded, motivated and in accordance with legal procedures and formalities.

He explained that each year the municipalities enact local regulations and, in accordance with its powers and powers, the CODHEM analyzes it and has a period of 45 calendar days to file unconstitutional actions when the case so warrants; the analysis of the sides 2020, reiterated, derived in 23 actions presented even before the established date that is next March 21 of the current year.

He explained that the action of unconstitutionality is a means of constitutional control to invalidate any norm or precept that is contrary to the Constitution or to another order that is hierarchically above the parties, for which reason the resolution is necessary by means of the Court's ruling.
