Although they emerged in a complex political context, Local Electoral Public Organizations have managed to organize elections impartially, giving confidence to political parties, citizens in general and contributing to the peaceful transition of power in our country, said Javier Santiago Castillo, Professor at the Autonomous Metropolitan University of Iztapalapa.
During his participation in the program of the Electoral Institute of the State of Mexico (IEEM), Entre Voces added that both the institutes and the courts have managed to solve the post-electoral problems civilly.
Interviewed by the journalist Guadalupe Juárez, he said that, although many think that the activities of the electoral bodies are duplicated with those of the National Electoral Institute (INE), the reality is that with the electoral reform of 2014 the attributions were redefined and some were centralized.
The UAM Researcher, said that it is very easy to make the sum of the budget of the 32 electoral institutes and say that without their participation it will be horrendous, but the reality is that there is no financial calculation made by the Presidency of the Republic, the Ministry of the Interior, the Legislative Power and the INE itself, in which it is specified how much the growth of the central organ's budget will imply, so that it can take over local elections.
He deepened that wages should be taken into account - which, being federal and non-state, would be higher -, of those who will support electoral activities, in addition, we must consider: the expenses involved in continuing to carry out quality elections, investing in ballots with more than 10 security measures, in polls, screens, as well as the paper used for the minutes and nominal lists, to name a few.
He stressed that there are aspects of local and regional political character that is important to take into account the fact that people are involved in their region and know the political history of their state.
We must also consider, he clarified, the fact that local electoral institutes are in charge of important activities in addition to organizing elections, such as promoting civic education, and that, he recalled, the process of political change in the country began on the periphery, in the municipal struggle for the alternation of state governments by acting impartially.
Finally, he reflected that preparing an election is not easy, it entails all logistics, which is why mechanisms must be implemented to generate savings that are effective as in the case of electronic ballot boxes and not detract from the experience of electoral bodies.
