Morena´s Town Hall in Toluca approved a 2019 municipal level reform in order to prevent establishments from giving plastics bags, straws and disposable tumblers. Furthermore, the Town hall created a major-minor categorization of administrative offences of this kind. From which activities such as Street vending, quarrels and unlicensed alcohol vending will be considered as indisputable with 36 hours arrestments. Also, walking along with a homosexual partner will no longer be considered as an offence.
The town hall secretary, Ricardo Moreno Bastida, informed during an interview that plastic bags and straws will not be legal on any kind of establishments. People willing to receive plastic bags for free will have to pay in order to employ disposable plastics.
